IGAD Hosts Capacity Building Training in Instructional Design to Advance E-Learning Rollout

May 20, 2025 – Nairobi, Kenya: The Intergovernmental Authority on Development (IGAD) has launched a four-day capacity building training in Instructional Design to strengthen the ability of its staff to create impactful e-learning content in support of regional knowledge sharing and institutional development.
Held in Djibouti and supported by the GIZ-funded SCIDA III project (“Strengthening IGAD’s Capacity to Increase Resilience in the Horn of Africa”), the training brings together the IGAD Community of Practice, comprising staff from all IGAD Divisions and Specialised Institutions. The initiative forms part of IGAD’s ongoing efforts to institutionalise digital learning as a core component of its Staff Training and Development Policy and Knowledge Management Strategy.
The training is designed to build the technical competencies necessary for designing and managing inclusive, interactive, and effective digital learning experiences using standard tools, including Adobe Captivate.
Speaking at the opening session, Mr. Ali Mohamed, IGAD E-Learning Project Coordinator, welcomed participants and urged them to approach the training with purpose and commitment.
“Over the next few days, we will blend essential theory with practical exercises, providing you with the tools and skills to elevate your course development capabilities. By the end of this training, you will be equipped to create engaging and accessible digital learning experiences,” he said.
Mr. Eleyeh I. Daher, Knowledge Management Coordinator at the GIZ Djibouti SCIDA III project, reaffirmed GIZ’s partnership with IGAD in advancing digital transformation across the region.
“GIZ is honoured to support IGAD in this initiative, which is instrumental in expanding access to training and standardising learning processes across the Secretariat and Member States,” he noted.
This training aligns with IGAD’s Regional Strategy and Implementation Plan (2021–2025), which recognises continuous professional development as a strategic enabler for institutional effectiveness. Through this initiative, IGAD is investing in a future-ready workforce that is adaptive, skilled, and prepared to deliver on evolving regional priorities.
The IGAD E-Learning Platform, steered by the Community of Practice, will serve as a central hub for digital training across IGAD programmes—promoting sustainable knowledge exchange and building long-term institutional capacity.
